All the pure sages Hagoromo Asura Hashirama Jiraiya Minato Naruto they all share a personal characteristic of being the one is willing to sacrifice and help others. This is a quality of the chakra they produce. It is the will of the chakra to connect with others. So what im saying is that the will of fire is senjutsu or the way of senjutsu long before sage mode ever happens.

I gotta rewatch that but I suppose it's inline with the will of fire. Its not fire style or fire release because that would be Indra's way. Its something spiritual that's what the 1000 armed statue represents. Its not the third eye chakra because the rinnesharingan blocks the heart with obsession for power. That's why you don't have to be a sage to carry the will of fire but you have to carry the will of fire to be a sage. Its all theory of course but it seems like all the pure sages are Asura types.

Since Hagoromo was the child that inherited the ten tails half of the chakra fruit he was the evolved vessel of the ten tails. Note how he never awakened a rinnesharingan even after becoming the ten tails jinchuriki. That's because his mangekyou sharingan was better. He was the Boruto of his generation. Since he didn't succumb to the sharingan curse his heart remained compassionate thus he was able to develop ninshu and pass on chakra to others.
He redistributed the chakra that the ten tails absorbed from the planet to his followers. He was Naruto before Naruto was Naruto. Since this chakra did belong to the ten tails after it was stripped from the earth it was able to evolve according to the Will of Hagoromo (compassion). What he had done was connect the humans with the planet via chakra. This feat caused a six paths version of the Ten tails body to emerge.
