The whole Tobirama anime debate.

There's always been some confusion about Tobirama in Part 1 due to the fact that the anime said he could create water out of thin air and people have often wondered about this translation in the manga:

So I just decided to find the raw for it amongst my archives:

The original translation pretty much hit the nail on the head; my translation would differ little.

"To be able to produce a Suiton of this level in a place where there's no water... unbelievable!"

Didn't realise there was any confusion here. We've been seeing high level water techniques without a water source a lot in Shippuden.

But he then uses the water that is in the air (from the previous jutsu) to do another jutsu, that's probably where the confusion is, not in the translations

In the anime though, they made it so that he could literally create water out of thin air; as opposed to spewing it out of the mouth or manipulating pre-existing water.

Yeah, he makes the Water Wall by spewing it out of his mouth > re-manipulates into a dragon and then, creates that last Suiton out of thin air - neither thin air Suiton or that Suishouha are canon but there are some who believe it is.

I think that Kisame is on same level as Tobirama in suiton.
