Tobirama and Hashirama weren't even at their strongest. Current Edo Tobirama and Hashirama would make Prime Hiruzen disappear from the face of the earth.

Tsunade is strictly a support fighter the only reason she has power at all is because when in a battlefield and you are rushing to an injured comrade you will need to have something to protect yourself from enemy fire wether its healing or super strength.

Excuse me have you seen the match up against her and 5 of Madara clones. Madara is the second strongest shinobi tied with hashirama and she had to fight 5 of his clones and the woman still remain alive. I just cannot stand the hypocrisy stated by your comment. Tsunade is hated highly cause she is a woman and I believe if she was a male all these statements would change into positive altercations. Reread the manga again and please dont be bias because if she could not of fight in a one on one match-up the village would not of chosen her as an leader. Anyways am out

The 4th kazekage is a good canidate. The other one's I'd bring up is 2nd raikage and Hiruzem. However, I place my bets on Hiruzen. Mei, for all the bad rep the base gives her, would solo him with little difficulty. Solid fog jutsu and lava monster are actually quite powerful given what they do to a susanoo. Imagine the effects on the body!
