Excluding Zetsu (because so far he's just a cleanup and surveilance guy) I pick Hidan as the weakest. He has immortality as his greatest asset, but he can be sealed and incapacitated. Plus his main technique requires him to wound his enemy and lick its blood first. He's got a very physical and a relatively short range attack compared to the rest.
