There should be one more step for Madara to take to reach godhood.
Rinnegan should be invincible when two are combined.
Madara should have only awakened one Rinnegan, with the goal of collecting the missing rinnegan from whoever that awakens it.
After Madara's reincaration awakens the other Rinnegan, they will have a fight. The loser would have his Rinnegan plucked out and given to the winner to complete the set.
Once the set is complete, true power is attained.
It is definitely more fitting this way.
Indra's sacred weapon combined with another Indra's sacred weapon=> godhood.
It also symbolizes the complete victory of one Indra over the other, in both strength and destiny.
