tobi awakened the ten tails with out the kyuubi and the hachibi ! for the 8 tails he used some part of it, for the 9 tails he used ginkaku and kinkaku, so if he knew all of that things, why dont he just let kabuto revived kinkaku and ginkaku brothers then let the mazou absorb them, so then the juubi will be awakened, then continue with the moons eye plan, then there it is, the world his dreaming off, XD

so what you think?
does kishi just want to troll everyone ? (i doubt this)
or
Tobi has some purposed not just the jinchuuriki ?

I'm guessing he lied and did want to fully revive the Ten Tails, and when he noticed Gin & Kin get sucked into the jar he took them as insurance if he couldn't capture Bee and Naruto. Think about he didn't use the pot until the Edo Tensei was gone because he new now he had no chance of capturing them.

Tobi not using the last two jinchuuriki's to revive the ten-tails is proof that Kishimoto is the biggest troll in the world.

It was all part of the Plot. Tobi knew that obtaining the Kyuubi and Hachibi would be a difficult task. Plans, or his, are not full proof or 100% successful. Their are changes that take effect at which Tobi took advantage of.
