As I far as I remember, at the five-Kage summit, Tobi said to them that they cooperate with them and give him Naruto and killer bee. and when they refused he declared war. Well, if that is the case, he could have captured Naruto some time ago when Naruto had laid on the ground thinking of Sasuke and Obito appeared at the window behind him. He could have easily captured him with his MS before Naruto even realize it and after that it was not a difficult task to take down the 8tails. Am I right? or am I missing sth here dudes?

Its not like Obito could do anything at anytime. It is not against Naruto but against 9-Tails. It is not so easy to control Kurama when it is in a Jinchuriki. And Naurto always has protection from either Yamato or Kakashi. It was difficult for Obito alone.
Even Itachi and Kisame admitted that against Kurama, it would either stalemate or all will be injured badly.

Well I remember Obito saying something about pushing Sasuke to become stronger so that he can sync him to Gedo Mazo..... also me thinks there is some ulterior motive to this war, as if Tobi planned for a silent capture why did he bother with creating so many zetsu clones? Perhaps he wants to destroy all capable Shinobi so that none ever breaks out of InfiTsuki to pose a challenge to him....
