Would be Bolt more than anyone if you look at it.
His father says that he can't see him because the village is his family and his son should deal with it as a shinobi. Honestly that is really dark and a dangerous thing to do to your son who will hold Naruto and the Village in contempt and resentment.

Look she wasnot shown in konoha. She is running Akatsuki 2.0

if there is another Villain it will be someone connected to Orochimaru imo. If Orochimaru makes a mistake recreates a older villain or some form of one. Maybe Karin is the next villain. To take her revenge on the woman who stole her man....Sakura... and Konoha/etc happens to be in the way. By utilizing Orochimarus experiments she re unleashes Madara again....hell I don't know...

unless Kishi goes the route of some new bad guy who happened to be her in the world or in some mediocre village and decides to make an appearance like the majority of the movie villains have been...

I can see Orochimaru going for Salada since if he were to go for Sasuke's Body he'd be killed and she's the only remaining Uchiha other than Sasuke.
