The clan was one of, if not the strongest in all of the leaf and while the 4th was undoubtedly the strongest person with his FTG, t/s ninjitsu, his seals and his frog summons, he in all fairness could not single handily take on the clan by himself. Who knew everything about him and probably developed strategies to counter act him. But the Hokage was not the only problem. He also had the backing of ALL the other clans and if they started a civil war outright they would undoubtedly lose. This is in addition to having the threat of having other nations come in and attacking in the middle of the civil war. It was a extreme solution to an ongoing problem. So the Uchihas had to be VERY careful when dealing with the coup, using gorellia tactics, spies, and manipulating/ gaining other clans support before starting the outright civil war.
