The Sage, on his deathbed, chose the Younger Son as his successor and he is aware that his Older Son is not happy about it. The Sage foresees animosity between the brothers and generations to come.
Thus, the Sage created the tablet which allows one who opened the Sharingan thru all stages till Rinnegan could read the true meaning. By then, the one with the Rinnegan should realised the reason for awakening the Rinnegan is ultimately down to "love". It is another way for the father to tell his older son "Look, dad is always right".
But Madara, though he awaken the Rinnegan, chose to interpret the meaning as having the power of Uchiha and Senja in a body. The real meaning should be two strongest powers working harmoniously to achieve true peace.
If Madara's resolve was strong during his alliance with Hashirama, they would had achieved their goal already.
Naruto and Sasuke will be there to fulfill the Sage's wish.
