I don't agree with the stance you have used for this, but I will agree on the political policies. Had Minato stayed long enough, things would have changed for the better. Same is the case with Tsunade. I see Minato limiting the Elders and Danzo's hold just as Tsunade did. He accepted it that he would have altered things. So I am positive that he would have abolished Tobirama's poor political infrastructure for something that benefited everyone, including the Uchiha Clan.

With equal chances of Hokage positions in place, there was no reason to revolt. In fact, replace Hiruzen with Tsunade and the massacre never would have happened. It all boils down to the fact that bar Hashirama, both Tobirama and Danzo were politically corrupt. They sought whichever means necessary for Konoha's dominance, even if their own died. I blame Hashirama for even allowing his brother to take the seat, knowing the kind of mentality he harboured.

Tsunade is definitely the best Hokage because of her leadership qualities. And I see Minato taking after her in this regard as he does have a reasonable mindset. That is what I believe.
