The Tsukuyomi in effect already

Could it be that the Tsukuyomi is already activated? Because seriously, all this late team 7 fan service, Sakura's Hypers and Asspulls, and that Madara is doing jackshit... Seems way too good to be real.
Or is it all about the plot no jutsu taking effect?

To me it seems that Madara was just summoned to kill Neji and screw up Tsunade and the Kages.

I thought madara had to be alive and the jinkuriki of the bijuu to be able to do it. We all know tobi couldn't have done it. You never know though. I don't think they've really shown the moon since madara and naruto have fought.
