The Uchiha clan like any clan is huge and was made up of many members. There were bound to be cases of children who weren't raised like most and Rock Lee just happened to be one. Thats why we never see his parents...they were Uchiha criminals and are now dead.

Because he was abandoned as a child, he was adopted by the main village and raised by non-shinobi parents. This is why he lacks a knack for ninjutsu... he was never taught any or around people who were good at it.

All of K11 have formidable parents who are super efficient in jutsu except rock lee. Thats because he was abandoned as a child because his Uchiha parents were in prison when he was just born. As a result, he was adopted by normal people but always had a passion for fighting for some reason.

Lee's vision is already better than a sharingan's. Adding one won't necessarily help him, it'll just drain his chakra unecessarily

Sakura's parents are filler, and they are genin even in the filler.
Tenten has no known parents.

Uchihas all look like the same (black hair, cat eyes, white tiny face etc) meanwhile Rock Lee and Gai are the only ones with that weird physical appearance...
