In the end, Madara did surpass Hashi and had ascendancy over him, but that's by taking Hashi's own powers. Hashirama was born a god who was stronger than anyone else, Madara was a prodigy who fought on par with him and was destined to surpass him and become the true god whose arrival was even feared by the founder of shinobi.
