His Fullbring, Time Tells No Lies, allows him to place timers on objects, forcing them to fulfil certain requirements within a limited time, or they, and everything relating to the timer, are incinerated by the flames of time. It's basically god-tier reality warping, just like all the other fullbringers except Jackie and Ginjo. F*ck Chad.
Now, what in bleach is currently on an inexplicable time limit?
The whole thing. Giriko is using his fullbring to force Kubo to end the Manga in 4 weeks. Yhwach may have read all the upcoming chapters, and Aizen may have written them, but Giriko is the one who is forcing the series to end. And if it doesn't, then the entire universe is erased from existence.
