I have always wondered where did Madara ever get the idea of infinite Tsiyomi and is the use of it to put the world in a genjutsu its true purpose. We know it is related to the Jubi and the flower blooming so this process was around before the moon was around to reflect it upon the world. I believe that it is a defense mechanism to protect the trees fruit when it blooms. Before there was a moon it simply put everyone in the region around it long enough for the fruit to bloom. The Sage's mom was somehow able to break out of the genjutsu and that is how she was able to eat the fruit. The full bloom of the fruit would represent the full rebirth of the Jubi. Madara has corrupted this defense mechanism of the fruit as a way to put the whole world in a genjutsu but what he fails to realize what it will truly cause which is the Jubi's full rebirth. The reason the Jubi has seemed weak so far is because it is compared to to the form it will be if the flower bloomed. It in some way probably even influenced Madara into the idea of infinite Tsiyomi where it made him convinced in the idea of infinte tsiyomi when the true purpose was the Jubi's rebirth. It may have let Madara and Obito become its jinchuriki because it needed them to bloom the flower. This theory is in line with Kishimoto's statement of first Madara, then the Jubi, and last Sasuke with the Jubi's return to prominence following Madara.
