I have a feeling that The juubi is Kaguya.

I think not the Tree is a sentient being Kaguya got Her Eyes and powers from eating the fruit. The Tree wants it's powers back and will help Madara so it can ones again become the supreme power in the World Kaguya took the Tress powers and The Tree wants it back and Madara wants the dream world the Tree can offer. simple clean solution to Madara.
