The true goal?

By now everyone knows what madara uchiha is trying to do.
But few of us were thinking - what if madara uchiha and tobi know they cannot win this in the end, but is doing everything they can to bring together the world under a "True" peace. But attacking all, using all the weapons they have - they're uniting the people together.
Or even have that as a backup plan in case they can't win?
We all know that at the end of this - however it's going to end, people won't be hating each other like they did in the past, so either way win or loose madara uchiha n tobi will be changing the world for the better.
