Naaaaah. They may seem like they could be past versions of the Rasengan and Rasenshiruken but they're completely different. All Madara did was stick a sword in a condensed bijuudama and then shot it. Hashi just threw Madara's move back at him to try and throw him off, easy as that.

the manga specifically states that minato studied the tailed beast bomb and created his own version the rasengan made from his own wind natured chakra,

just cause someone deflected a tailed beast bomb doesnt mean they created rasengan

These attacks had nothing to do with the creation of the Rasengan or Rasenshuriken but I don't doubt for a moment that Kishimoto made them look similar on purpose. There are a lot of visual references like that in Naruto...
