now the kyubi could have been defeated through different means

just cause hes last on my list does not mean hes the weakest one

2. Tobirama: Established anbu black ops, will do anything to protect village. Created Edo Tensei and ftg, expirienced
3. Hiruzen: Served for the longest, very knowledgeable, knows a shit load of jutsu, expirienced
4. Minato: Skilled with ftg, didn't serve for very long, but saved the village from the nine tails. Created rasengan, defeated obito
5. Tsunade: Healed everyone in the village when Pein attacked
