basically it is stating that CoC has 3 levels
level 1 is unconscious use of haki(pre-skip Luffy)
level 2 is the ability to use bursts of haki at will(post skip Luffy)
level 3 is the ability to continuously use haki(shanks on the WB ship)
now I know that many of you guys don't believe in the datebooks, however this statement is greatly supported by the manga and Oda is the author of the DBs, so...
anyways what exactly is this level 3? well i personally believe it is the ability to use haki with little to no willpower or effort, this is why shanks can use it continuously
so does this haki tier system apply to all types of haki? yes
The M3 only use tier 2 haki
They all can be or have been ambused and they dont always have impossibly high defense
Level 1 haki for Armarment haki would be accidentally hardening yourself or raising your defensive properties something that happens to luffy and co pre-skip they get stronger when their inhibitions are gone. Example being the time when luffy and zoro got stuck on w7
level 2 is what they are now on command using haki
Level three is someone who cant turn it off. He simply cannot die

In the data books the three levels of Coc and described
Unconcious usage, burst usage, constant usage.
The same can be said with fujitora he uses CoO to see. He cant turn it off. The M3 only use it on command and people who are born with it use it on accident
