No, I have went through the process of testing. The first statement is true, the second isn't. Not all of them are red eyed freaks.
I started with a water bottle pouring the water in speed of 3cm^3/s. The water was poured into a cone with the hole facing up, the radius is 3 centimeters and the cone's height is 12 centimeters. So using the derivative I managed to find out that the the speed of the water rising when the water height in the cone reaches 6 centimeters(half the cone height) it will be less than the speed of the tears of the sensitive Uchiha flowing. Which confirms that the second statement is false.
