The third power

The chapter when oro came back and taken Sasuke, was called 'the third power'. What are the second and first powers? Is it referring to the ocular powers, the sages or the parts to the sage of six paths eg tobi, Nagato, naruto, Sasuke ect?

Well.. To me I believe it the 3rd power-up given to sasuke..... 1st was orochimaru's training, 2nd was Itachi's eyes n the 3rd is what's on d scroll that we are yet to know of....... But that's just ma opinion.....

at the end of the chapter it shows tobi/madara and sasuke in one line.

so it might mean that the third power might mean the third side of the war as someone already said.
