Kaguya is by far the strongest character. Next comes Hagoromo or Madara after her. Not Naruto or Sasuke.
Furthermore, the last of the Senju, Tsunade; is she stronger than Hashirama and Tobirama? F*ck no.
And Naruto and Sasuke, they should surpass the likes of Kaguya, yeah? Then what about the generation after them? Will they be stronger? No.

And even in ideology. This means that the ideals of Hashirama are automatically inferior to those of Hiruzen, Minato, Tsunade, Danzō, Nagato, etc. because they're younger than he is.

This message is extremely childish and it makes me wonder if Kishi actually believes any of the other fairy tale stuff he says.

Most people do surpass their ancestors though. Hashi, Mads, Kaguya, Hagoromo are all hax characters so they're exceptions to being surpassed by the majority. Naruto and Sasuke did surpass Madara and Hashirama though.

I don't know if anyone in the last few hundred years has been smarter than Isaac Newton, but anyone can understand/replicate his work now. The new generations will always eclipse the old, simply because they have everything that the old generation achieved available to them. And it's true from a physical standpoint as well. Athletes continue to be faster/stronger than those of previous generations.

The main reason why younger generation could not surpass Hashirama is that they have never seen war and all suffereings Hashirama went through. Hashirama always had a goal to create peace, that is what kept him moving further and getting stronger, just like Madara. Just imagine Hashirama fighting everyday against other clans during the war (of course he will get a lot more experienced and strong). While the rest of Hokage's have never been involved in constant war and fights.
Naruto has guts just like Hashirama and teachings of Jiraya that make him move forward no matter what. Sasuke went through same kind of hatred as Madara (more hatred makes uchiha stronger).

So I think the meaning of that younger generation will surpass older depends on what youger generation will go through.

No it's not. The fact that the events of the manga have contradicted it means it's impossible for it to be a theme. Something is only a theme if the work reflects it, and the Naruto manga does not reflect this.

It can only be a theme if Sasuke and Naruto succeed with their plans for fixing the world, and it means not that the next generation surpasses the previous in strength, but in character.
