Uchiha-Madara Uchiha (do i have to explian) / Sasuke Uchiha (Blaze Manipulation)

Non Uchiha- Kakashi Hatake (Only non-Uchiha that has the MS)

He was better than Sasuke at one thing that was Tsukuyomi. Sasuke can Manipulate Susanoo and he can manipulate Amaterasu. But that's just my opinion.

I think uchiha shisui is the great sharingan user among the uchiha clan. Since it has been revealed that he is the most gifted uchiha member when it comes to ocular jutsu with the use of the sharingan.

By that logic Sasuke should be right there with Madara as well considering he has ems too.

Have you guy's even considered Tobi? he has the rinnengan as well and we dont know what he's capable of with his ocular powers considering he has a bunch of eye's. Tobi or madara uchiha is what im thinking.

I would say so far (as we've seen)
First, IMO, would be Tobi. He has the 6 Paths of Pein, Jinchuuriki Edition. If that is not enough devastation idk what is. All the paths including the powers of the beasts would even make Madara bite his nails(again IMO).
Second I'd say Madara... you've already seen the damage he's capable of... No need to explain
Third I'd say Itachi... yea Sasuke is strong and all but Itachi is better Imo due to his strategic reasoning, which Sasuke also has... but Sasuke has a tendency to let his rage take over which puts him in tight situations (like with Danzo for example)... Itachi ALWAYS stays calm and analyzes everything.
4th Sasuke... i need not to say
5th Danzo - Izanagi galore
6th Kakashi - Kakashi is str8 dope man...but not being an Uchiha/having some uber ability like Danzo puts him at the bottom of this list
Didnt include Shishui or Kagami, etc b/c we really havent seen them in action... but if i did include some of these people i would put Izuna behind Madara, Shisui behind Itachi, and Kagami behind Danzo =D
