Well the leaf might have the most overall powerful individual shinob's to ever be born in the narutoverse but,it is already stated in the databok that the cloud village is the strongest nation overall.

The secondbook gives Kumogakure a population size of three out of five stars, a military strength of four out of five stars, and an economic strength of five out of five stars. It has the highest total of the five main shinobi villages, possessing the greatest economic strength and only rivalled in military strength by Iwagakure.

There is even a point in the manga at the kage summit where they allude to the clouds military strength when the tsuchikage says that the only reason other villages were using akatskui was due to the raikage always amassing power even during times of peace.

The cloud tried to gather alot of power by gathering biju and other jutsu.... Even with this, they pale in comparison the the sand villages jutsu, influence, and they also pale to the mist villages power and influence. Going down the list if each villages kage gives u the idea. What from the cloud village is going to beat Shukaku, sand manipulation, Gold Dust, Iron Sand, puppet jutsu: Sanbi, 2nd mizukage, 4th mizukage, 5th mizukage, seven swords. The cloud village out matches the stone village.

3rd raikage almost solo's the entire sand village, he fought 10000 ppl for 3 days, and he even went heads up against the 8 tails, and fought it to a stalemate. the sand struggled with the 1 tailed bijuu, cloud village erases the sand village from existence, sasori can't even hurt 3rd raikage, and he's not fast enough to even touch the fourth, Bee launches a tbb from a distance and blows the whole village up, sand<lightning, so gaara is a non factor in this fight.

The 3rd kazekage was the strongest ninja for. The sand village, sasori is the 2nd, then the 4th kazekage comes after. The 4th raikage would hav his hands ful with gaara, how will he defeat sasori. Sasori, 3-5 kazekages, and shukaku defeat the entire cloud with ease.

lol, none of the kazekages can survive a dual blitz from the third raikage, and the fourth, and the raikage did not lose to hachibi, stop making stuff up. shukaku is weak and gaara's dad said his sand is stronger than when he was a jinchuuriki, shukaku is weak sauce, the sand has nothing to hurt the cloud village with.

8 tails fodderizes shukaku, 1 tails doesn't even have a tbb, and wtf are you smoking saying the 4th will have his hands full with gaara? Databook has explained the power rankings. The only reason leaf ninja appear so strong in comparison is because of plot. Sand is easily the weakest. All they have is the Sand Siblings. Gaara is arguably the weakest among the modern kage. Kankuro and Temari are mid jonin level.
