-Characters are at their prime, and they can use anything they showcased as long as it isn't one of the above.

Itachi, of course. Yata Mirror, and Totsuka Blade were said to be attached to his Susano'o. Keyword: attached. This means they can, and were capable of use without the initial sync.

TL;DR: Itachi solos.

edit: Actually it says Itachi simply found the legendary tools, doesn't say anything about them being attached. Therefore, Itachi can use them both without Susano'o as I previously stated. Orochimaru searching for the tools also infers us further that they weren't Susano'o exclusive, and that had Orochimaru succeeded in locating the artifacts, he to would've been capable of using them.

1. Obviously Madara. The only one who can match his physical ability is Sasuke, but Madara's Katon are far larger, he has the best weapons out of this group, knows shadow clone jutsu and can see through all types of clones (idk if this is MS or just his Sharingan in general)

2. Obviously Sasuke. His physical ability as a Teen is comparable or superior to the rest of the people on this list let alone as an Adult. In close combat he'd demolish anyone here who isn't Madara, and his Ninjutsu are second best. Fireball Jutsu, Great Dragon Flame, Chidori and variants. Also Kirin. Also can use clones.

3. Obito. Was overwhelming KCM Naruto in close combat. Durability and physical strength are pretty high due to his body modifications (I'm assuming these still count since it's impossible to rank Obito without half of his body), and his Katon is equal to Madara's in scale.

4. Itachi due to his physical ability and clone feints along with Genjutsu against people who don't have Sharingan.

Shisui would likely be equal or below Itachi.

So there's your top 3. Madara, Sasuke and Obito.
