Hashirama > Hiruzen > Tobirama > Minato > Tsunade

I only placed Hiruzen second becuase we know the least about Tobirama. But him creating edo tensi is a major plus for his case.

Minato(was fast, became a kage at a young age,gave us naruto, had bad sealin jutsu)

i'm only putting tobirama > minato because, hashirama was strong... and like izuna, i don't think he was too far off from his brother... and considering minato never got to his prime, and died too young, i don't think he can defeat the upper kages..
