Itachi. Strength isn't determined by flashy big attacks. Compared to all the other Sharingan users, Itachi has shown the most depth. He had his MS for a decade and he mastered all MS techniques. Even with a normal sharingan, he's shown to be a strong foe.

The revived Madara fought using Hashirama's power most of the time. His Susano'o was gigantic but that may be because Hashirama's powers are KNOWN to enhance abilities.

I would say Itachi and Shisui. I agree: they don't have the EMS. But they have used the MS in a more clever way then other sharingan users.
