Technically naruto and sasuke are the strongest genin. Konohamaru has showed vast potential. He has the bloodlines. And i think he will develop into the strongest of his generation. Plus i don't remember if it was filler or not. But he showed asuma burning ash tech. His grandpops shadow shuriken tech. And minatos rasengan. That's a powerful arsenal for a kid

To be honest, Naruto and Sasuke would also be rank as like the top 5 strongest Jounin if they are Jounin now. Actually, I don't know which Jounin can beat Naruto and Sasuke. Even at the Kage level, Naruto and Sasuke is close to the top kages. A naruto Kage bunshin can beat two previous Kage.
