The strongest generations were the ones always at war.

Birth of Chakra, produced Kaguya, Hagormo, Hamura, Indra, Ashura, Uchiha Clan, Hyuga Clan, and Senju Clan.

The warring states period when clans fought almost everyday. This generation produced Madara, Hashirama, and Tobirama. Madara was known to be "the strongest Uchiha that ever existed", Hasirama was the "God of Shinobi", and Tobirama was the strongest water user in history.

First Shinobi World War, it produced Hiruzen. Danzo, Kinkaku, and Ginkaku. Hiruzen was the strongest hokage, Danzo his rival, and Kinkaku and Ginkaku were able to harm 2 kages.

Second Shinobi World War, it produced Orochimaru, Tsunade, and Jiraiya,Known as the Leganadry Sanin. And the White Fang.

Third Shinobi World war, from this generation there was Minato, Obito, Kakashi, Guy, Kushina(idk if she counts), and Asuma, Killer bee, and A

After Third Shinobi World war-Fourth Shinobi World war, produced Neji, Gaara, Naruto, Sasuke, and Itachi

Next is Sasuke's Generation

Then Hagaromo's generation - Pre JJ Hago that is.

Then Madara and Hashirama. Not counting JJ Madara.

So I'll say gens 1-3

3. Madara's generation (Madara Solo'ed the generation in fourth place WITHOUT the Juubi)
