I did not include Hagoromo. And this is more than 10 Shinobi.

I did include Hagoromo...Doesnt matter if you didnt as I have different criteria for my list than you would for yours. My official lists I include every major and minor character, regardless if they have participated in battle or not. It includes more than 10 as some share the same rank. If I view Tobirama, Hiruzen, and Minato as equals it would be illogical to rank them as 7th, 8th, and 9th respectively as that would not agree with my thought process. I can understand if you don't agree with that tho. Everyone's opinion and ranking format will be different to some extent.

He is not in the top 10 Shinobi because he would have to be stronger than Spiral Zetsu with Yamato. Spiral Zetsu with Yamato was very strong and even Ay, Onoki, Mei, Tsunade and Hiruzen with the rest of Shinobi alliance and some help from Orochimaru, Karin, Suigetsu and Juugo could not defeat him.

I just don't understand how you could leave off Hagoromo. It's not as if his strength has not been alluded to throughout the entire series. And to leave Nagato off this list is kind of insane.

I did not include him because we know that with Hamura he defeated Kaguya. But we don't know how strong Hamura is. Is Hagoromo stronger than Madara?

And here is the reason why I did not include Nagato.

Considering he took down all of Konoha and Naruto had to use Kurama to defeat him, what makes you think he wouldn't have been strong enough to defeat all the others? By your logic, Oro needs to be on your list as the only person to actually defeat him at this point is Sasuke. Hiruzen's attempt only slowed him down.

If u go by whats been shown the I would put Hashirama right below obito and minato below Hashirama. HIruzen would be off since we have barely seen anything from him

P.S. I didnt put naruto and sasuke cause we dont really know the full extent of their powers when compared to Obito/Guy.
