The Sound 4 WERE just 14. I refuse to believe they couldn't grow stronger from there. Also compared to Sasuke's growth, even the likes of Kimimaro and PTS Kabuto pale in comparison- it's for dramatic effect.

Actually PTS Kabuto grew up to be an extremely powerful shinobi much like Sasuke. Yeah I guess Oro still sees Sasuke as an experiment of his that still has potential to be his new body.

Anyone gets better with experience and new jutsu. I don't see them getting a larger chakra pool but their skills/intelligence could have increased.

Also, Orochimaru is another character with an opinion. Just because Kiba says he's going to become the hokage, doesn't mean he will actually become the Hokage.
