Pages 14,15 and 16 makes me think that when naruto does something to the seal as shown on page 14, something makes the sage appear. and whose are the eyes that say "i'm sorry 9-tails" ?

Where did you get that? The sage didn't appear, the fox was commenting about the sealing jutsu. Naruto said I'm sorry nine tails and it was the foxes eye that it showed.

The sage of 6 path part was the seal that caught the nine-tails, he recognized it, so that's what's used to control the Bijuus' power, a seal originally created by the so6p which would explain why Naruto has the symbols around his chest, the eye showing up as Naruto apologizes is the Kyuubi's eye,
