Since he is obviously the most powerful shinobi to ever live do you guys think he is on DBZ level? He did create the moon when he was nearly dead so imagine him on full power? Maybe against Raditz he would stand a chance?

We don't know that he can't fly. Nagato was able to make Yahiko's path fly, so logically we can assume that the Sage could also.
