TBH I agree.
While Minato may not be as academically gifted as the likes of Shikamaru, he is easily above him in battle analysis. He can pick apart an enemy and exploit their weaknesses in a matter of seconds whereas Shikamaru always needs to take a knee and be protected by his allies while thinking of a strategy..
Just look at any of his fights.
