I think it's a toss-up between Tobirama and Minato since both of them have similar personality/feat:

-Both are inventors of Jutsus (Edo tensei, S/T, Rasengan, RDS etc). They must be scholars when it comes to ninjutsus.

-Both are level headed and able to assess the situation. Their calmness allow them to device a counter-attack in the heat of the moment. Also they are very perceptive when it comes to observing the enemy. This makes them an excellent tactician. Also they are both cool character and just look at their hair and clothing, speaks volume about their bad-assery.

- Groomed great pupils such as Hiruzen, Danzou, Kagami, Kakashi, Obito, and Genma squad. This display their leadership ability. Both of them knows how to take charge/lead. Tells people what to do to given the circumstances.

-Both are relentless, strike the enemy without mercy. Most efficient strategy to use against opponent, kill them swiftly before they could strike back. S/T jutsu makes this possible since it is perfect for quick/surprise attacks. Izuna and Obito fell victim to this strategy.

Extras:

Tobirama introduced democracy in Konoha and created the shinobi system which strengthened Konoha's military power.
Minato was able to pass on the attitude that protecting friends/comrades are just as important as the mission. Kakashi and Kid Obito took upon this ideals and pass it on to younger generations.

Do you agree, or do you think other Hokages are smarter than these two? Please explain.

Fair enough, but I'd put him at number 3 instead. Since number of jutsus isn't exactly what makes someone smart, just hard working. Inventing jutsus never seen before is another level of genius. I can't blame Tobirama for saying something so simple, that little-miss Madara took it into heart and be butthurt about it. Lol Tobirama is very realistic, so he has to take measures on what he considers potential threats since most Uchihas has the potential to be psychopaths. He wasn't only looking over at the Uchihas, but every one who endangers the peace in konoha.

Tsunades medical system is based on jutsus of other people, mainly the healing abilities of Hashirama. It is not entirely fresh jutsus like edo, s/t, rasengan, or Reaper death seal.

It was more then just a few words . Tobirama attitude toward uchiha in general threatened stability( madara played a role as well ) but madara was correct in assuming under tobirama uchiha would be persecuted . Even after uchiha turned their back on madara for peace he still isolated them, whuch made them feel like outkast . Hashi warned against this . Oro also mentioned how improper edo-tensei was and should have never been made . edo tensei is a reason for alot of shinobi dying in this war . In regards to listening to hashi he did the opposite. Hashirama could self heal true . But tsunade is responsible for a whole medical system. And changed the whole dynamic of teams having medical nin on squads saving lots of lives ! Not to mention she is credited as one of the main reason the leaf won a war ( i forgot which one) But the sand was an enemy nation . She countered all of chiyo poison

Nah it's just that I don't have time for a back and forth clash especially if the topic is too controversial to yield a productive result. We could be both right or wrong, but this is just a matter of personal preference, especially if the topic is politics and human values (regarding who's to blame Madara or Tobirama). So I just move forward on to the next one, no offense.
