Lying to everyone doesn't mean you are smart, and it's even easier to do when no one knows your identity, I don't think Tobi is acctually THAT smart, just very old and very well prepared to put his plan into motion, even then there are unforeseen circumstances for him such as the early revival of Madara.

Most Intelligent is Itachi for sure, second is perhaps Kakuzu or Sasori. (However, these two are both made to look smarter by comparison to the TRULY erratic behavior of their partners, Deidara and Hidan.)
