Such disappointment. I doubt it's that tbh. They usually just get bigger over time. Must just be easier to maintain the shape manipulation on a smaller ball of chakra. Makes sense, I guess.

Everyone has at least several rasengans worth of chakra, surely?

Naruto could too. He used shadow clones to speed up the chakra molding for him. Recall he was fighting jonin level Kabuto at the time and performing the jutsu and hitting Kabuto were problems for him without clones.

Kabuto saw it coming and kust dodged the 1st time.

No, he could. Hitting a opponent was the problem. In this case he was trying to hit Kabuto who = Part 1 Kakashi with Sharingan.
