I think , that Tobi sayed = That he was the second person in History to awaken Rinnegan.

And Nagato was the third.

Edo Madara was fourth I think.

Since Edo Madara supposedly knew about Nagato , when Nagato was 1-3 years old I think.

And Edo Madara sayed , that he awakened Rinnegan "shortly" before hes death.
