SM Naruto broke Pains chakra rods he could hardly mess with Obito's and no one could touch Madara's unless you had sages chakra so how the hell are they all the same again?

You can only touch them if you have senjutsu chakra.​

So depending on the chakra that is put into the rod, it will have a different outcome.

Pain only used it for outer path/chakra receivers

Madara and obito can use it for six path moves and yin yang rods
