Who do I ask for permission to have a jinchiriki bio? Is it still Nexis and Rei, or is there another person I can ask (I was f***in serious about the Naruto bio)?

You just make it and post it in the bio tests thread, and wait until you get contacted about taking the test! It's the hardest test, as you have to face either The 6 Paths of Pain or Itachi+Kisame.
