Who do you guys think was the strongest ninja from the age of 13-15? I would have to say Itachi. I mean look at the things the guy accomplished in that time period.

Nagato Hiruzen and Itachi accomplished most around that age. Nagato sort of mastered Rinnegan, Hiruzen became Hokage around age 16, and Itachi killed the whole clan (surprise attack, but idc)
