So, we see this new guy, and that means it's time to throw every theory in existance at a wall and see what sticks. The black rods in his Right eye are very similar to the rods that Nagato and Obito used to controll their Paths. We know from Obito that the path does not need to be covered in rods, and i seriously doubt this guy would be dumb enough to charge headfirst at naruto and Sasuke without any plan or, more importantly from a narrative perspective, Development.

Could the bald guy just be a path of pain, used by some crazy bastard who wants to kill everyone for no adequate reason?

I said this when he first showed up but apparently chakra rods aren't that small and don't work that way. It's completely possible though.
