For me, the series lost it when Kishi decided to kill the Akatsuki members one by one as if they were no longer relevant to the plot.
He did give every member a decent death, but there were no second chances. Everything happened in a flash.
I believe that the biggest success of Naruto was actually the Akatsuki they brought in the mystery, the danger they were posing for all those jinchu's, for Naruto especially, the fact that for some time we fought that Minato could have been the leader and be evil instead of a hero, lover and a father.
So, yea this is why from my point of view the Akatsuki could have been more developed and through them mangaka could have made the Naruto series even larger as in number of champers and story content.
When he started to kill them in a row like they suddenly became nothing. That made them loose hype and story presence.
R.I.P. Itachi - Thank God he removed him. He could have soloed the mangaka itself.
