well.. they way I thought of it.. I already knew their "seals" were gone cuz they returned to the sage when they sealed Kaguya... so when it said Naruto and Sasuke had to "put together their seals" I thought it meant using the same hand seal, which "the sign of the rat" is a seal.. the word "seal" was a little dubious but that's how I thought about it
