The scientific ninja tools should not be for public use

I was thinking about this, and I realized that tools such as the kote are basically weapons of mass destruction! Think about it: If someone (even a civilian) who has a gripe against a village gets their hands on a kote and something like a bijuudama scroll, then they could casually nuke a village before the kage could even bat an eye!

These tools could easily be used to start a 5th great shinobi war (Kara will probably do just that actually). Just have a kote user attack a village and find some way to frame someone else (like a kage or a famous ninja), and then bam, you have a war!

Then, a kote war could very well be akin to nuclear war! If that happens, they'll have much more to worry about than the age of shinobi coming to an end. More like "ningen no jidai wa waru" (the age of humans is over!).

It is for this reason that I think that if these tools must be used at all, only kages and high ranking shinobi close to the kages (like Sasuke) should be able to use them.

How about people get it illegally?

I think people will there hands on it no matter what if your a good enough ninja then you could fodderize any kote user so no big deal

I hate this idea about these ninja kote like tools overall. Why couldn't story invent simply some kind of handgun or sh*t?

Maybe get a plot point of making ninjutsu obsolete

Idk if it'll advance to the point where it can utilize a bijuudama, but i agree. It can easily be exploitable.

Only problem with this statement is: what if no shinobi is actually fighting the kote user when they decide to nuke a village or something like that? For instance, what if Naruto is at home eating some ramen, and in the mean time, some civillian on the other side of the village decides to nuke Konoha with a bijuudama? In that case, it doesn't matter if Naruto can fodderize the civillian because the damage has already been done!

Yeah, let's introduce alien level chakra abilities like absorption of any ninjutsu in some small device, that even kid can use.
Seriously, introduction of firearms or stuff like that would IMO be better way how to make shinobi useless for future plot. I mean, that would recreate situation in real life Europe and Japan, how knights and samurais were out of date and new, gunpowder weapons and soldier types made former obsolete.
