Yeah, that "him" was Naruto. And as Fayon said, it was a quote by Kakashi. However, I think that quote was more of a self-motivational saying. Obito was saying that to himself as he was finally realizing what it means, which is why Sakura has a question mark and has no idea what he was talking about. It wasn't a narusaku or sasusaku moment.

Do I think it's a NaruSaku thing? Eh. Not really, and it doesn't matter if it is but Sakura's motivation is pretty clear.
