Edo tensei does need prep time. There was prep time when he revived them the second time seeing as they had to make all the zetsu lay down.

Current Orochimaru has his Edo already prepped and all it takes to summon them is a clap of his hands. This just as if you would count shuriken or kunai as prep, since everyone had to buy them at some store or shit.

Everything could be considered prep going by his thinking. Learning jutsu is in fact prep, carrying ninja tools is prep, obtaining summoning contracts is also prep. Everything is prep, yet people decided that the only thing that should be 'restricted-because-prep' is ET. ET is Oro's fighting style, he already has his bodies so the summoning takes nothing more than a clap of hands.

Stop with that horrid logic. Kunai are weapons not jutsu. There on people clothes at that. Unless the op mention something about ET is already on the field then back up with that bias fanfic logic.
