Kawaki is probably gonna be someone's clueless puppet that got brainwashed into extremist behaviour. Isn't that how it always goes?
One could argue that the strand of hair across Iwabe's face looks like the seal mark on Kawaki's face, that they both use the same stick weapon to fight and that they are both wearing the same type of sandals as well as similar coats. But does that make them the same character? I personally don't believe it does. Maybe that was Iwabe's original design, but then the decision was made to give the cooler more rebel look to Kawaki in the end. Character design a lot of times goes like that.
